01 / Governor

Liabilities follow solvency.

The proposed governor compares each asset's nominal liabilities with its available vault value. It targets no more than 3% of treasury value per day, limits rate movement to 2x per settlement, and never authorizes more raw units than the matching vault covers.

Rate

$0.10 + $0.0009 / verified VCU

The nominal rate is multiplied by the active pass tier and treasury governor, then converted into the verified vendor's payout asset. Browser-reported local units are not reward VCUs.

Epoch

Six-hour settlement windows

One voucher per wallet, asset, and epoch aggregates accepted work. The Solana claim program must reject duplicate redemption.

The settler freezes verified runs, maps each accepted vendor to its configured xStock, proves every vault covers its own liability, and commits a reproducible Merkle root before claims open.

Settlement architecture

Verified work is grouped by wallet and hardware-linked reward asset. Each epoch commits a manifest digest and Merkle root only after its four liabilities are covered. Claim receipts prevent a wallet from redeeming the same allocation twice.
